Terrorist Threat Advisory System

The Homeland Security and Emergency Management Agency (HSEMA) has a Homeland Security Terrorist Threat Conditions System that mirrors the national Homeland Security Threat system. Like the national system, the DC advisory system color-codes threat levels for easy understanding. Unique in the District system are suggested precautions (guidelines) for DC residents and businesses to take for each threat level. These suggested precautions provide general guidance only. They can help organizations and families take actions best tailored for their needs.

The District's threat level may be influenced by the decisions of federal officials about the national program. It may also be adjusted by District officials in instances when threats specific to the District warrant a change. Residents, government, and others will be notified of threat level changes via multiple communication pathways, such as television, radio, newspaper, email, and mass fax.

Select a color-coded warning level below for precautions residents and businesses should take to prepare for or respond to an emergency. A comprehensive list of security actions that could be implemented at the high risk (orange) or lower terror threat levels is also available.
