Grant Administration 

In order to provide for more effective and cohesive oversight of emergency preparedness and Homeland Security activities, the federal Department of Homeland Security (DHS) requires that DHS grants awarded to states (for the purposes of this grant the District is seen as a state) be funneled through a single State Administrative Agent (SAA). Additionally, the District was chosen as the SAA for grants awarded to the National Capital Region (NCR). This role requires unprecedented cooperative efforts between the jurisdictions, and the creation of innovative processes for both managing and dispensing the grant funds.

The Office for Domestic Preparedness awarded all homeland security grants to the District of Columbia, the established SAA for both state and regional funds, and a select number of grants that affect jurisdictions outside of the District.
